RUSSELL SAYS CITIZENS SHOULD OBEY LAW SenRichard B. Russell, D-Ga., still strongly opposed to the civil rights act, said Wednesday Americans have a duty to learn to live with the law now that it is on the books. Russell, leader of the Southern forces who fought the bill unsuccessfully, said it seemed "totally reprehensible" to him for a citizen to pick and choose the laws he will obey or ignore. In a speech for the annual meeting of the Coosa Valley Planning and Development Commission, Russell said he was still against the measure as much as ever. "However," he said, "it is now on the books and it becomes our duty as good citizens to learn to live with it for as long as it is there. 'While it is being adjudicated, all good citizens will learn to live with the statute and abide by its final adjudication, even though we reserve the light to advocate by legal means its repeal or modification." Georgia's other senator, Herman Talmadge, hag called on Georgians to abide by the civil rights law. Talmadge also opposed its enactment. Russell called on Georgians to avoid violence in reaction to the law. "We must not impede the progress of our beloved Georgia by acts of violence and forcible resistance to constituted authority," he said. "Violence and defiance are no substitute for the long campaign of reason and logic we must wage to overcome the prejudices and misconceptions which now influence the majority of American people in this field." VETS BENEFIT FROM NEW LAWS ON POLICIES Two bills recently signed into law by President Johnson will benefit veterans who hold National Service Life Insurance policies, the Veterans Administration announced this week. More than 5 1-2 million World War II and Korean Conflict veterans who hold National service Life Insurance policies will benefit from an extension of premium waiver provisions. At present the law provides for the waiver of premiums if the insured becomes totally disabled before his 60th birthday. The new law, applying to all NSLI policies, raises the disability, dead line to the insured's' 65th birthday. This provision will be automatically included in all policies. The new law takes effect January 1, 1965. The second law authorizes the granting of a new total disability income provision which provides a monthly, income of $10 for each $1,000 of insurance if the insured becomes totally disabled before reaching his 65th birthday. The present law, the VA explained, has an income provision if the disability occurs before the insured's 60th birthday. This second law also takes effect on January 1, 1905. Service - disabled veterans holding "RH" insurance policies will not be eligible for this new total disability income provision. Those who are eligible must be in good health. They must file an application and must pay an additional premium. VA officials pointed out that application forms for the disability riders will be available this fall. GI policyholders effected will be advised. Farmer Hits At Goldwater, Bias In Mississippi CORE director James Farmer got cheers and $11,000 Thursday when he called on delegates to a labor union convention to turn back Sen. Barry Goldwater's "counter - revolutionary" campaign at the polls next November. "If Mr. Goldwater thinks that portions of the civil rights bill are unconstitutional, how can he ask American people to elect him to a position where it would be his duty to enforce the law?" Farmer asked. The CORE leader, who flew here from the Republican National Convention at San Francisco, charged the GOP presidential nominee with accepting racial extremists in his campaign. At a press conference, Farmer talked about the problems of civil rights workers in the South and said atleast 12 Negroes have disappeared this year in Mississippi. Farmer said that one of the bodies found in the Mississippi River near Tallulah, La., was that of civil rights demonstrator. The FBI identified the body as that of Charles Moore and said that Moore had not participated in such demonstrations, but Farmer said he had at Alcorn College at Lorman, Miss. Farmer also said he was on an "assassination list" of the white Citizens Council of Mobile, Ala. and said that he demands the protection by the FBI of other civil rights workers as well as himself and other integrationist leaders. He brought up a previous charge that Louisiana state troopers were in a crowd which was "scream- for my blood" following a CORE meeting last Sept. 1 at Plaquemine, I a. He said he escaped from the situation in a hearse. Louisiana authorities have said the troopers were on hand with a warrant to arrest Farmer. He pledged to use the money primarily to continue voter registration drives in Mississippi and Louisiana. Restaurant Owner Makes His 'Club' Restaurant owner Jack Olvey said Monday he has closed down one of his two barbecue restaurants, and plans to make the other into a private eating club for his regular patrons. Several weeks ago Olvey polled patrons of his Hickory Hut restaurants as to their views of dining with Negroes. Virtually all regular customers said they would refuse to eat at his establishment if he integrated it he said. He then started setting up a private club. Now designated by a sign on the door as the "Hickory Hut Eating Club," members are admitted only after filling out written applications and submitting them to a membership committee. There is no reference on membership application forms which request a variety of information such as trade and credit references—to race, color, or religious affiliation. I will favor and propose a Central County Comptroller to handle all receipts and disbursements for the Sheriff's Office. To institute a Tracking for both new and old employees of the Sheriff's Office, rather than throw a new employee with an older one and say, "Show him the ropes." The days of muscle policip are over, people will respect the badge and not muscle and brawn. To do all in my power to break, up the old political machine that has long dominated Memphis and Shelby County. I intend to put the power to place a person in office, back into the hands of the people and make the Sheriff's office above reproach. To use my business experience to practice among in the Sheriffs Office. I believe the people of Shelby County are tired of unNecessary large budges to run the Sheriff's Office. I propose to make full use of the budget available, so that any further tax increase against property would be unnecessary. Also, it is my plan and promise upon taking office to begin a detailed study, with assistance from the Business Community, Law Enforcement Officials, and others, to determine the feasibility from an economy standpoint of contracting with the City of Memphis Police Dept. to police the entire county, except, of course, in those municipalities in the county where police facilities are now available, for the purpose of eliminating duplication of facilities. This could possibly bring about the greatest saving in tax dollars and at the same tone result in obvious improvement in policing efficiency. I will favor and propose a Central County Comptroller to handle all receipts and disbursements for the Sheriff's Office. To keep the Sheriff's Office open at all times for inspection by the proper authorities. I will never act officiously or permit personal feelings, prejudices, animosities or friendships to influence my decisions. Miss. Police Jail 109 Demonstrators Helmeted police armed with nightsticks broke up three Negro voter registration demonstrations at the county courthouse on July 16 and jailed 109 of the participants. Several of the demonstrators kicked and fought back they were being loaded into buses for the trip to the police station, and officers used their nightsticks to prod them into the vehicles. About a dozen whites were in the three groups arrested. An FBI agent taking pictures of the demonstrations was shoved by a middle-age white man, Who was collared and led away by local police. The man later showed up at the scene of the demonstrations, however and was seen chatting casually with local officers. The demonstrations started in the morning and continued into the afternoon, when a heavy rain drenched the area. Similar votes registration campaigns also were carried out Thursday in two other delta towns— Cleveland and Greenville—but no incidents were reported at either spot. Greenwood police permitted would-be Negro voter registrants to queue up outside the courthouse but refuted to allow picking by demonstrators carrying signs reading "One man, one vote," and "Freedom now." Those arrested were charged under Mississippi's law limiting picketing. Three times integrationists atTempted to establish pickets in the Vicinity of the courthouse, but each Time police brought up the buses And carted them off to jail. One young Negro girl, her hair Dyed blonds, was dragged by one Arm about 30 yards so a black bus With wire much over its windows. Two busloads of demonstrators Were hauled to jail. The demonstrators were taking Part in a Freedom day" drive to Register Negro voters. A long line of Negroes waiting to register to vote here was not bothered by police. About 36 Negroes were herded aboard a yellow bus, chanting "freedom now" and hauled away. Another group pickets was directed to the waiting back bus and this was when the flareup occurred. Two girls vigorously resisted police attempts to put them on the bus. "Don't touch my sister," shouted the girl with light hair. "Easy, baby," a teen-age Negro youth told a burly police officer prodding him along. "I'll walk." The officer seized him by the arm and hutted him into the bus almost filled by this time with singing demonstrators. STANLEY SCOTT TO JOIN UPI Stanley S. Scott, Atlanta Daily World general assignment reporter and former managing editor of the Memphis World newspaper, Memphis, Tenn., will become a reporter for United Press International (UPI), August 1. Scott, a graduate of the Palmer Memorial Institute, Sedalia, N. C, and the Lincoln University School of journalism, Jefferson City, Mo., will work out of the New York (Manhattan) headquarters of UPI's news - gathering organization, which has 10,000 reporters assigned in 104 countries. A former editor -in - chief of his college newspaper, Scott served in the United States Army in Korea, and became affiliated with the Atlanta Daily World in 1960.
