Atlanta University president Rufus Early Clement died in New York on Tuesday, Nov, 7, from a heart attack. The president was in New York to attend an annual meeting of the Board of Trustees of Atlanta University, of which he had served as president since 1837. Born in Salisbury, North Carolina, Dr. Clement was an instructor and professor of history at Livingston College from 1922 to 1991 and served as dean of Municipal College, University of Louisville, until 1937. He also served as a rural pastor of AME Zion churches in North Caroina from 1924 until 1831, during which time he received his Ph.D. in history from Northwestern University. Dr. Clement was married to the former pearl Ann Johnson of Sumner, Mississippi and is survived by her and his daughter, Mrs. Robert Foster of Los Angeles, California; three grand daughters, Miss Alberis Foster of Iows city, Mrs. Alfred Moss of Cambridge, Massachu setts, an Miss Joy Foster of LosAngeles; three brothers, Fred of Institute, West Virginia, George of Louisville, Kentucky and James of Louisville, Kentucky, Ruth Clement Bond of Washington, D. C. and Emma Clement Walker of Fort Valley, Georgia. In 1952, a year before the 1954 Supreme Court Ruling on segregated schools, Dr. Clement was elected to the Atlanta Board of Education, this becoming the first Negro to be elected to a public office in the secutive term in 1966. The Editor of TIME (February, 1996) NAMED Dr. Clement as one of the fourteen most influential unniversity presidents in the country. He was elected to Phl Beta Kappa by Brown University in 1957. The late president was member of several civic an educational organizations, including the board of directors and executive committee of the Southern Regional Council, the National Board of the United States of America and of the Atlanta Chapter of the UNA of the USA. He was also a board member of the Atlanta Urban League, the Citizens Trust Company, the United Negro College Fund, Inc. and the National Science Board. He was an author and contributor to Phylon. The Journal of Negro Education, Saturday Review of Literature. The Journal of Negro History and the ournal of Educational Psychology, and yas listed in Who's Who in America. Burson, State Director of the Georgia Department of Family and Children Services, announced today. There will be simultaneous increase from $30 to $82 per month in the State's maximum pavement in the adult assistance categories, he also disclosed.
