About $1.4 billion, was ex- UCC Must Aid Changing Churches, Says Hargett The secretary for Black Ministries of the United Church of Christ's Council for Church and Ministries has challenged his predominantly white denomination to come to the aid of its declining congregations in racially-changing neighbor hoods. The Rev. James Hargett, in a report of a study of the sit uation of blacks in the United Church of Christ, warns that from 600 to 800 of the denomination's 6,830 parishes will be faced with severe economic hardships in the 1970's if aid is not given to bolster their falling financial resources. "If the United Church of Christ does not adopt positive measures to aid these churches in transition–most of them black churches–the denomina tion will lose them, just as it has lost many others over the last 25 years," Hargett said. He also stated that his findings with respect to the UCC can be projected to every other major white denomination that is urban oriented. The report, called "The Black Ministries Resource Book," contains a listing of all United black ministers, con gregations with black membership, all-black congregations and churches which the study predicts will be calling black ministers in the next ten years because of their transitional nature. Mr. Hargett recommended that each of the 45 UCC state conferences develop a multiracial "church-in-transition" and minority ministerial recruitment committees to launch a positive program to deal with the problems of the transitional churches and to encourage black youth to enter church vocations. Department of Labor is encouraging its contractors and State employment service agencies to deposit funds in minority banking institutions to the fullest extent possible. The new policy is an outgrowth of a request from the Department of Commerce to the Labor Department's Manpower Administration to consider suggesting to its contractors that they deposit Federal training and other funds in minority- operated banks. The deposit policy, extending as well to all State employment security agencies, is governed by the following limitations: –The bank must be insured by the Federal Deposit Insurance Corporation, because such banks are designated as depositary and financial agents by the Treasury Depaetment. The minority bank may be used when it is readily accessible to the contractor or State employment security agency: –The state employment security agency in making arrangements for the services of a minority bank will also be guided by State and local laws and regulations. The current list of minority banks, provided by the Department of Commerce, includes 25 banking institutions in 15 States, the District of Columbia, and Puerto Rico.
