The Potato Shortage Many people who remember the government losing a half billion dollars on a price-support program for potatoes which included buying and burning large quantities are surprised to learn that there is a shortage of potatoes in America today. The shortage has occurred because farmers were advised to reduce their potato planting because there are no longer any price supports and, in addition, the weather was bad, resulting in a poor crop. The shortage is expected to be over about the end of June, or of the latest sometime in July. Another shortage is not expected before next spring. Potato growers are urging the government to discontinue ceilings on perishable commodities such as potatoes is a means of encouraging farmers to plant more potatoes. We have seen nothing to indicate that the present potato shortage is in any way due to hoarding by housewives. And there have been no reports of farmers or wholesalers holding potatoes back from the market. Publicized Republicans "Senator John J. Williams, Republican of Delaware, is a prominent Republican official, who has uncovered a major scandal and still remains comparatively out of the political limelight. The Republicans are just beginning to think of Senator Williams as a possible second-place nominee on the National ticket this year. Senator Williams work in exposing the tax scandals is a model other law-makers should follow. Quietly and without sensational charges, the Deleware Senator uncovered revealing and disgraceful scandals in the internal Revenue Bureau, His findings have been accurate and thorough and his charges backed up by the facts in every case. This is the type investigation the American public appreciates and supports from its members of the Senate and House. Williams appeal to the voters would be along the same theme as the appeal of Senator Estes Kefauver for Democratic voters. CAPITAL SPOTLIGHT The decisive victory of Averell Harriman, Director for Mutual Security over Senator Estes Kefauver of Tennessee, in the District of Columbia popularity contest affords both the Republican and Democratic parties a political lesSon. It is that civil rights is still a potent issue and that in a clearcut fight between an all-out advocate of a strong civil rights program and a candidate who hedges on this issues, the civil rights candidate is more likely to win. Although-residents of the District of Columbna are voteless, they help to select the nominees of the two major political parties. Their six votes in each convention count just, as much as six votes from a state whose citizens vote for President, Vice President and other federal and state officers. Excepting the Florida primary, Senator Kefauver had virtually run away with the Democratic Presidential preference primaries. He had had very little or no opposition. In Florida, he did not come off too badly, considering that the two Florida Senators, the congressional delegation and Governor Fuller Warren were all supporting Senator Richard B. Russell of Georgia, There Kefauver was beaten by 60,230 votes but won five of the state's twenty-four convention votes. In the District of Columbia, the Democratic Central Committee, the National Capital Democratic Club, and the Washington Central Labor Union (AFL) endorsed Senator Kefauver. Against these odds but the support of Americans for Democratic Action, Mr. Harriman decided to enter the contest. Senator Russell withdrew his name The Issue between the two candidates was clear cut. Mr. Harriman took his stand in the New DealFair Deal program of the Roosevelt and Truman Administrations. He not- only endorsed Mr. Truman's civil, rights program, but also came out for abolition of racial segregation in the local public school system. Mr. Kefauver's position was simply that, if elected, he would seek to give Washington home rule to permit the residents of the Nation's Capital themselves to settle these issues. In a prejudiced town like Washington where citizens associations, bitterly oppose any move to lessen racial restrictions, the expectation was that Kefauver would win han dily. But he didn't Harriman beat, him 4 to 1, getting 14,075 votes to 3,377 for, Kefauver. Although Kefauver carried his campaign into the colored sections, walking the streets, shaking hands, introducing himself and going into one or two colored, places of business, he was badly beaten in the colored precincts. For example, at 2314 Nichols avenue southeast, the vote was—Harriman, 2621 Kefauver, 5; at Twenty-first Street and Benning road northeast, Harriman 159; kefauver 4, and at 2001 15th Street northeast, Harriman 381 and Kefauver, 5. But the returns from the predominantly colored neighborhoods do not tell the whole story. Harriman beat Kefauver in forty-five polling places, and, if all of the predominantly colored precincts were thrown out, Harriman would still have won. Harriman proved that Kefauver was not the vote-getter that he has been pictured to be. This fact is most likely to be seized upon by the Ed Flynns of New York, the Boss Hagues of New. Jersey' and the Jake Arveys of Chicago as a pretext to turn thumbs down on Kefauver at the Democratic national convention and seek a can didate with whom, they can hope to carry the votes of minority groups in November. Who that candidate will be cannot be predicted. President Truman has repeatedly said the will not accept the Democratic nomination for another term in she White House. Governor Adlai Stev enson of Illinois is still being coy, saying he does not want the nomination. Harriman —although he stands four-square on the New Deal-Fair Deal program — lacks mass appeal, is no orator, and is little known. It is not likely that the' party bosses will agree upon him. These suits will no doubt touch on every phase of bias action by groups and organizations in our country who haven't as yet seen the light of day in a democracy. Bias, as it is practiced in the United states probably has more effect on the altitudes of young people than the formal teachings of schools about democracy or of the churches about brotherhood. This practice has its lasting effect mainly because, the teachings come from the homes and institutions where the young people are found most of the time. At the breakfast tables; in the living rooms of homes and in the various club and fraternal organizations, youngsters are still being told, at no request of their own, that a certain pattern of life should prevail and that keeping minorities in a certain category is the thing to do. Such teachings have their everlasting bearings and hinder rather than help. Bias subjects sections of our population to constant humiliation and forces upon them moral and psychological handicap in every relation of life. Still more devastating is the moral and spiritual effects upon the majority. A most damaging effect, of bias and segregation has been that of inferior services to the segregated. The theory of "separate but equal" services does not work out in practice, segregation is always discriminatory. Discrimination sets apart those discriminated against so that in effect they are segregated spiritually and psychologically, if not always physically. The fact that the NAACP has been working through the facilities already available to us to correct these situations, is viewed as a sound and logical way to do things. Its announcement that more anti-bias suits will be filed to fight the dreaded disease of bias, comes as good news to all of those interested in the welfare of the American ideal. Suits should not be the necessary means of acquiring the things we need and deserve under the Constitution of the United States. But we still have with us a lot of people who use their emotions rather than logic to deal with some of our most delicate problems. LOUIS, Mo.—(SNS)— It appears that no matter what party affiliations a newspaper might have that all of them have the substantial same stand on the question of civil rights of American citizens, No formal political talks as such are made at NNPA meetings. What I am writing are my interpretations of conversation I had with publishers, and editors. Competition is given to minorities in the job they can get while they can't return that competition to such non-minorities. Allowed to go on the few opened to minorities will be menaced without an opportune ity for them to move on to other jobs Training for better jobs is often denied to minorities. It has not always been that numerous job opportunities were closed to Negro workers. As slaves Negroes did the work and this often made it hard for free workers. When he worked for less jobs were provided for him. Rising wages rooted him out of many of the skilled jobs. Skills often were learned by Negro workers on a pick up basis or by "catching a trade." When trade training became school-given train ing Negro workers Were left out in the cold. Minorities can pool their ballots in a way to loosen up jobs by shaking the Congress which has failed to provide the leadership necessary to stimulate economic democracy, new type of leadership dedicated to producing and creating jobs. The masses of Negro workers can assist by helping to establish investment capital, by saving their money in financial institutions owned and operated by Negro leaders. Negro workers have money in places where jobs are closed to Negro citizens competent to hold them. Skilled workers are going to need to try themselves to help solve the problems of job discrimination. This means making friends with workers and employers who can help them.
