Memphis World Memphis World Publishing Co. 1965-02-20 J. A. Beauchamp Drive To Unseat 5 Mississippi Solons To Win? "The drive to unseat five Mississippi Congressmen will succeed"—is the opinion of scores of dedicated lawyers who are participating in a special project of the Mississippi Freedom Democratic Party, designed to "expose the repression onder which Negroes live in Mississippi." Approximately 200 attorneys, all Volunteers, are participating in the "Deposition Caravan." under the auspices of the National Lawyers Guild. The lawyers come from all parts of the country and many are paying their own travel expenses and living expenses while in Mississippi. The taking of testimony from "friendly witnesses" — civil right workers and out-of-state volunteers who took part in last Summer's Mississippi Project — was concluded last Saturday. "Hostile witnesses," — county registrars and local police officials — are also being quizzed by MFDP attorneys. The purpose of these public hearings is to spotlight the pattern of Harrassment and pression by the state of Mississippi againt political activities of its Negro citizens. Last December the MFDP through three women civil rights workers from. Mississippi, served notice of challenge in each of the five regularly-elected Congressmen — Democratic incumbents William Colmer, John Bell Williams, Jamie Whitten, and Thomas Abernathy. and Pretiss Walker, a newly elected Republican. The official challenges were filed on behalf of Mrs. Fannie Lou Hamer, Annie Devine and Victoria Gray. All three were MFDP candidates Fir Congress. Mrs. Hamer is from Ruleville, Mrs. Devine resides in Canton and Mrs. Gray makes her home in Hattiesburfg. A move to unseat the Mississippi delegation on the opening day of Congress (Jan. 4) failed. The group was seated on a provisional basis and members of the delegation must eventually face their colleagues in the House for another showdown. Meanwhile, the United States Commission on Civil Rights, behere closed doirs, heard testimony here regarding alleged racial discrimination in voting, and law enforcement. The hearing marked the first time the Commission had met in Missississippi. A meeting, scheduled in 1962, was postponed when, an integration crisis developed at the University of Mississippi. Atty. E. A. Hunter of Chicago, native Mississippian, is typical of the lawyers who are donating, their services to the MFDP in the fight to unseat the Mississippi delegation. Hunter, assigned to the Greenwood area, said he was impressed by the new militancy being shown by Mississippi Negroes. "Even the older people have a strong desire to vote and participate in local Government," he said. He had high praise for the work being: done by the Congress On Racial Equality and the Student Non-Violent Coordinating Committee in Mississippi, Hunter urged more financial support for the civil rights groups. The prominent Chicago lawyer was born in Jackson and is a gradpate of Tougaloo College. He was graduated from the Howard University Law School in 1954. Klan Plans To Step Up Bias Offensive Here The Klu Klux Klan, desperate because it cannot stem the tide of civil rights reform now sweeping the land, and angry because Lester Maddox "had to close" his cafeteria, is planning a direct, stepped-up offensive against white politician who "go to bat for niggers" and for other integrationists as well. In an angry announcement last week, the Klan's Imperial Wizard Robert Shelteon of Tuscaloosa, Ala., served notice that the Klan is "taking off its gloves," and is preparing to "mop up" its targets including two well-known U. S. Senators, Rich ard Russell, and Herman Talmadge both Georgia democrats, incurred the ill-will of the Klan by "going off to Europe during the election when he should be down here campaigning for the white man." Talmadge's only crime as far as the Klan is concerned is that he has urged fellow Georgians to accept the "reality of the civil rights law. 2 Slates May Ease Register To Vote laws Some States are beginning to respond to the need for more liberal registration and voting laws to encourage fuller citizen participation in elections. Commenting on this, the AFLCIO's Committee on Political Action said the Indiana State Legislature is considering legislation to permit house - to - house voter registration in high - population counties. Present Indiana law permits it only in counties of less than 80,000 population, mostly rural and Republican. In Montana, a bill has been inProduced to case registration professing by eliminating the need for on Bath on re - registration, and by increasing tip number of deputy registrars from one to two per precinet. The Montana bill also requires that notices of cancellation of registration be sent for failure to vote in a general election, together with a new registration card. In addition, the bill requires chairmen of both political parties to be given a complete list of those newly qualifying to vote. Has fate ever decreed anything? If so, it could have decreed that Pierre Gustave Beauregard, who organized the attack on Fort Sumter at Charleston in March, 1861, that set off the War, would order its surrender in February, 1865. Beauregard, the No. 1 hero of the Confederacy after the fall of Sumter and the subsequent victory at Bull Run, fell ill in 1862 and, out of favor withPresident Davis, was accused of leaving his post without authority. However, Davis relented, and in 1864 Beauregard was returned to command of defense of the Carolina and Georgia coasts. With Fort Fisher and Cape Fear River to the north taken by Union forces, and Sherman swinging around from Savannah toward Columbia, Charleston was on the verge of being cut off. Beauregard ordered it evacuated. So, Saturday, Feb. 17, 1865, Charleston, which had withstood months of battering by Union ships in the harbor and Union guns on nearby islands, was given up without a fight. A bright, new thing has been added to the Roman Catholic College of Cardinals the August body composed of "Princes of world Catholicism is traditionally chosen. Already multi-colored, and inculding Cardinal Laurian Rugambwa, the first Negro to be raised to the cardinalate, the College attained a new ebony hue with the appointment by Pope Paul VI of youthful, scholarly Archbishop Paul Zoungrana W. F., D. C. L., of the Republic of Volta West Africa. Cardinal-elect Zoungrana, like his African predecessor, Cardinal Rugambwa, will bring fresh insight and a wider understanding of African affairs to the cardinalate at a time when the final session of Vaticah Council II (the Ecumenical Council) is to begin grappling with a number of problems both spiritual and social. In addition to being a ranking prelate, the "New Prince" is a ned sociologist and an expert in social problems in his country. What type of person is Cardinalelect Zoungrana, who at 47 is youngest of 27 prelates to be raised to the cardinialate by Pope Paul, in Consistory in St. Peter's Basilica on Monday, Feb. 22? He is one of those extraordinary churchmen who are able to combine scholarship, brilliant leadership and administration, with humility and fatherly devotion for his flock. He is keenly aware of the social and economic problems of his people. While he reflects quiet dignity, in appearance, Cardinal-elect Zoungrana looks more the part of a scholar — and he is. The bespectacled prelate with open features deep-set but studious eyes, and a firm chin, is an expert in canon law. He holds the Doctorate Degree in canon law from the renowned Georgian University in Rome, Italy and the Licentiate in social sciences from the Institut Catholigue. Parts France, in addition to his priestly degrees and honors, which in cludes membership in the Siciety of Missionaries of Africa, commonly known as White Fathers, because of the color of their Cossack)) The cardinal-elect was born in Ougadougou on September 3, 1917 and was baptized 11 days later in the mud church which was the city's first cathedral. Educated by the White Fathers, he studied for the priesthood at Koumi, in presentday Upperd Votal, and was oradined in 1942. As a priest, he spent six years as a ccurate in Ougaodugou, then was sent to Rome to stuy canon law. He won the D. C. L. summa cum laude, with a thesis on the problems of; child marriages in Upper Volta. From Rome he went to Paris for his social studies. Later, when he returned home, he found practical application for his social training by founding and directing the Center of Social Studies in Koumi. He is one of the few priests to make the leap directly from priest to archbishop. He was nominated archbishop of Ouagadougou on April 5, 1960, and consecrated by the late Pipe John XXIII in the pomp and splendor of St. Peter's on May 8, of 1930. At the time of his consecration, Cardinal Augumbwa had just been inducted into the college of Cardinals (March 28, 1960) by Pope Jone. Cardinal Zoungrana rules an archdiocese that contains 41,385 Catholics, out of a total population of 5588.000 in Ouagadougou. His chief responsibilities as prelate are "To Teach, To Rule, and To Sanctify." Collins Says Washington Shares Blame For Racial Situation In Southland Gov. LeRoy Collins, director of the Community Relations Service, said here Feb 11 the South would not have become a "seedbed of the civil rights revolution" if the Federal government had 'pursued a policy of stronger and more constructive involvement." In a speech prepared for delivery before the Abraham Lincoln Association, Collins added: "Had the Federal government after the civil War moved into the vacuum with a proad program of economic rehabilitation, public education and health improvement, coupled with dearly spelled -out guarantees of equal lights for all American citizens — and enforced them, without malice, but nonetheless with strength —r then neither Southern whites nor Southern blacs would hace been ept in mutual bondage these hundred years." The former Governor of Florida, observing that he was the first Southern speaer ever invited by the association, said this would have been the course of Lincoln, but conceded that "obviously, it, would have been strongly opposed pay the reactionaries of his day." He asserted that the new slavery which grew from the Nation's failure to pursue such a course — and the South's determination to perpetuate its cheap - labor system — became in some ways more oppressive than the old formalized master - slave relationship. "For it had a new hypocrisy," he continued, 'which never was a feature of outright slavery... The 'separate but equal' myth gave a preten"e of equality through coerced segregation. "The greatest prime, of course, was that, the assumptions of innaie while superiority and black inferiority were perpetuated, and with this the two - way shackle which always bind the master to the servant us strongly as it is intended to bind servant to the master." The machine, which reduces manpower needs by 70 percent in the planting process, may revolutionize cane planting. Not only do the Julien brothers believe in saving on manpower, but also in conserving the soil on their 924-acre farm. Two sugarcane farmers of Modeste, La., who have invented a machine which may revolutionize cane planting, not only believe in saving labor, but also in conserving and enriching their land. The fanners are brothers, Leonard and Harold Julien, whose me chanized sugarcane planter may reduce the need for manpower in the planting process by 70 percent and the number of tractors and cane wagons by 50 to 60 percent. Dean of Agriculture J. Norman Efferson of Louisiana state University says the new invention provided for the complete mechanization of the sugar cane industry for the first time. The patented machine uses three sets of tongs to pull the cane of a cart and drop it in open furrows. A tractor follows to cover the cane In the dropping process, the cane is guided into proper position by a trough-like sheet metal arrangement. The Brothers did part of the construction work on the machine their own well equipped farm hop. Estimated cost is placed at about $3,000. The president of the American Sugarcane League, Andrew P. Gay, sees in the new machine — which tan plant 12 acres a day with a complement of only five men, two tractors and three carts — removal of the problems of obtaining large numbers of field laborers during the - three-to-six-week planting season. Ordinarily, 16 men, four tractors and eight carts are needed to plant 12 acres a day. As a member of the board of supervisors of the Lower Delta Soil Conservation District, Mr. Gay says he Is delighted to learn that what appears lo be the first practical and satisfactory sugarcane planting machine is being developed by cooperators in his conservation district. The Joliens have been carrying out soil and water conservation practices in their farm as cooperators, with the district, since 1953 when a Son Conservation Service technician helped them develop a conservation plan. Among other things, they rotate their sugarcane with corn and soybeans, and plant winter cover crops and turn them under in the spring to enrich their soil. They also have dug some drainage ditches on their farm, and put other measures into effect, As n result, they are among the most successful sugarcane farmers in the State.
