Memphis World Memphis World Publishing Co. 1967-05-20 J. A. Beauchamp Memphis Employer Settles Complaint Filed By NAACP The National Association for the Advancement of Colored People has agreed to settle out of court a Memphis, Tenn., case involving violation of the antiJob bias provisions of the Civil Rights Act of 1964. The case involves Jerry Hunter, Jr., a truck driver in the wholesale division of Buhler Mills, Inc., who was bypassed for promotion, in 1965 and discharged later that year. Mr. Hunter filed a complaint through the NAACP with the Equal Employment Opportunity Commission Which found, in late 1966, that there was reasonable cause to believe the mills had violated the Civil Rights Act of 1964 in maintaining uplawful promotional policies and unlawfully discharging Mr. Hunter. NAACP General Counsel Robert L. Carter then filed a complaint in the United States District Court for the Western District of Tennessee, asking that Mr. Hunter be reinstated, be given back pay, and that an injunction be granted to prevent Buhler Mills from continuing to discriminate against Negroes. Just this week Buhler Mills offered either to reinstate Mr. Hunter, or to grant him an award. They have also offered to distribute throughout their operations a nondiscriminatory pledge guaranteeing promotions solely on the basis of merit, and to fill openings from within, in preference to hiring from the outside. Mr. Carter states that the Association is willing to accept this favorable settlement, and will drop the case. OEO Moves To Aid Hungry Families In Seven States Thousands of poverty stricken families living in 20 counties in seven Southern States will now be abie to buy much needed food through an emergency $1 million, four - month Food Stamp Loan program, it was announced recently by Sargent Shriver, Director of the Office of Economic Opportunity. This Community Action, project will enable poor families to purchase Department of Agriculture Food Stamps. These stamps buy more in the grocery store thin their equivalent cash cost. The program was put into effect by OEO when it became apparent that many families in these counties do not have the money to purchase the stamps and hence can not obtain food. The four -month period will give the Department of Agriculture time to take the necessary action in setting up a permanent solution to the problem of meeting the needs of the poor in those counties. In explaining how the program works, Theodore M. Berry, Director of Community Action Programs. said that small cash loans (from $2 to $12 a month depending on the size of the family) will be made to a head of family or individual who has been certified as eligible (by the local Welfare Department) to purchase Federal Food Stamps and has shown that he is unable to purchase the Food Stamps with out the assistance of such a loan." In addition, Mr. Berry stated that poor people would be hired as County Loan Aides to search out all eligible households and inform them of the program. Many of the counties in these states have recently changed from a commodity distribution program to a Food Stamp Program. Poor families, formerly receiving commodities and having no income or employment, were cut off from their food supply when the change was made. The loan recipients will be mainly small farmers, tenants and seasonal laborers living in 20 of the poorest counties in the nation, in the States of Arkansas, Alabama, Georgia, Louisiana, Mississippi. South Carolina, and Tennessee. The majority are unemployed due to "the impact of the recent minimum wage law covering agricultural workers, the reductions in cotton acreage, and the increasing use of chemicals and mechanization in crop production. Food Stamp Loans will be made by the local Community Action Agency in each designated county. The CAA will coordinate closely with the local Food Stomp Program and the public welfare agency to assure that all eligible families have the necessary purchase price for obtaining, Food stamps. counties to be included in the Food Stamp Proram are: ALABAMA: Dallas.
