Beauchamp U.S. Agents Disclose Asian Termites Escape A number of Asian termites escaped from Kelly Air Force Base, San Antonio, Tex., after hitchhiking from Okinawa in a crate of sacramental wine aboard an Air Force cargo plane, the Agriculture Department reported Friday. Government agents are trying to hunt down the termites before they can establish colonies and begin spreading. The incident, which took place in mid-May, came to light after newsmen asked further details on a routine Agriculture Department announcement about the termites. The announcement said nothing about the wine. Officials said the Formosan termite, until now, has been kept out of all U. S. area except a few limited portions of the South, but the highly, destructive termite, which destroys all types of wood and wood products, could be a serious threat if it spreads widely. Rights Agency Four new members have been appointed to the Virginia State Advisory Committee to the U.S. Commission on Civil Rights, Howard A. Glickstein, staff director of the Commission, announced. The new members are Carl E. Auvil and Mrs. Zoe Carrigan of Falls Church, David B. Brooks of Arlington, and Mrs. Morris A. Fisher of Bailey's. Crossroads. Mr. Auvil is manpower program coordinator for the Job Corps. He is president of the Virginia Council on Human Relations, chairman of Fairfax County Citizens for Adequate Housing, and a member of the National Association of Intergroup Relations Officers. is the regional director of the Alexandria Community Welfare Council. She is a member of the League of Women Voters, a board member of the Fairfax Community Action Program, and a member of the Washington Urban League. Mr. Brooks is an employee of the Bureau of Mines, U.S. Department of the Interior. He is chairman of the board of the Washington Institute on Racism, secretary of Federal Employees For A Democratic Society, and previously served as chairman of the Northern Virginia CORE. But others are saying that if you've seen one act-finding mission, you've seen them all. President Nixon himself obviously was pleased with the facts the group found. So now there is talk that he may send fact-finders to other trouble spots in hopes they will be equally encouraging. One possibility being mentioned is a fact-finding mission to the Department of Health, Education and Welfare. It has always been difficult to ascertain what is going on in HEW, mainly because the department is overgrown with bureaucratic elephant grass. There is no doubt, however, that HEW has been used as a sanctuary by administration critics. Time after time anti-administration, forces have been spotted moving along the socalled Leon Panetta Trail in the Civil Rights Section—of HEW, familiarly known as the "Parrot's Beak." Large numbers of critics, along with vast amounts of equipment and supplies, also were reported in the Office of Education, or "Fishhook," area of HEW. From these points of concealment they were able to carry out raids on administration policies and then disappear back into the elephant grass. A scarcity of rain may mean Raleigh's residents will be asked to give up watering lawns, washing cars, and other non essential water-using activities. Raleigh Public Utilities Director Pat Goodman says there is no water emergency now but water use is going up and the amount of rain is down. Bureau says that in the last 30 days, the Raleigh area has recorded only three-fourths inch of rain. The last amount of any significance was May 26 — .51 inch. The area should be receiving about three and a half inches or more of rain a month at this time of year. there is is in high demand in the Raleigh area. Abortions Liberalized In New York City Area Officials of city hospitals announced on Friday abortions will be performed on minors if the patient is married, "emancipated," or at least 17 years old. A spokesman for the city hospital corporation said by "emancipated," authorities meant a girl "who is self supporting or living away from home under such circumstances that she makes most of her own decisions." He said doctors also will be instructed to perform abortions on minors with or without parental consent if the pregnancy "endangers the physical or mental health of the patient." Girls who do not belong to any of these categories will need parental consent. The board of directors of the corporation said it intended to make every effort to pro vide medically sound abort ions for New York City women seeking them and to make the availability of the service widely known. New York City Blue Cross also plans to liberalize its regulations, providing benefits for subscribers who get abortions in member hospitals The board of directors of Associated Hospital Services of New York, the corporate name for Blue Cross in New York City, also for the first time will provide maternity benefits for single females, including dependent children of subscribers, provided the original contract was group originated. The state's new abortion law permits women to obtain abortions from licensed physicians during the first six months of pregnancy. There are no other restrictions. Negro Will Remain On Campus Commission The White House made it clear it has no plans to remove Joseph Rhodes Jr. from the presidential commission on campus unrest despite a request by Vice President Spiro T. Agnew the black Harvard student resign. The Black Panthers are in the pre paratory stages of setting up chapters in New Orleans, Atlanta, Miami and an unmaned city in South Carolina, television station WWL reported Saturday. The station said it has confirmed reports that the militants are operating an "information center" in New Orleans The center is located in a three room house belonging to a criminal district court judge who rents it to the Panthers at $100 per month, the station said. He said only last month had his agent told him of the situation. The Panthers who have less than 15 days to got out of the house, have lined the walls with sandbag fortifications four feet high and several feet thick. The group refused to say what it would do when the dead line for eviction comes. Those interviewed talked of "protecting themselves." The Panthers said they had launched information centers in New Orleans, Miami, Atlanta and South Carolina. These apparently, are their first attempts to establish spheres of influence in the South, WWL said. WORLD WEEK Trouble On Campuses Due To Ignorance And Apathy The explosive and tragic situation that exists on many college campuses was attributed chiefly to ignorance and apathy on the part of society Albany (Ga.) State College's president main tained in delivering the Summer Convocation address here Thursday morning. "There is no magic formula for the solution to this problem; nor is it enough to replace rejection and concern," Dr. Charles L. Hayes said, in addressing some 850 students and faculty at the official opening of the 1970 summer session. For disadvantaged youths," he continued, "the on ly reliable and lasting solution lies in education in our colleges and universities. We are all involved.... Only we car provide the strengths and sup port which will enable these youngsters to achieve responsible citizenship." Hayes, who is concluding his first year at the helm of the Southwest Georgia Institution, said, "we are being asked to renew our institutions through reforms that have been demanded for many quartars. Our institutions are being asked also to assume a new role in society to accomodate to the aspirations of minority groups whose members— have benefited little more than token participation in the higher education enterprises. To do so, Hayes pointed out, "we must learn to distinguished between the demands of the campus revolutionaries and those of the militant reformers. We must, on occasion, be willing to give thought to the unthinkable, for alternatives are grim." Speaking on the subject, – "Focus on the Disadvantaged Students -Higher Education's Dilemma," Hayes went on to say that generations of the dis advantaged have been unable to benefit from the higher education offered in our present American system. "Funds were insufficient to allow the attention required for their specific problems and in too many instances, we have not known these young people, nor understood their special needs Our programs were not planned with them in mind." A former Federal Government official who worked primarily with developing institutions, Hayes contended that we can no longer tolerate this waste of human resources. "Every student who desire higher education must be offered the best our educational system can provide," he declared. "If we reject the disadvantaged student or offer him an education so general that it will leave him unprepared to earn a living, we ourselves shall be responsible for his disillusionment with education. Young people learning nothing, going no where, with no skills with which to claim a job, with no one to care what happens to them, and with no road to opportunity, are a rebuke to the Inadequacy of our educational system. For them the only reliable and lasting solution lies in education in our colleges and universities We are all involved."
