The Commissioner of Welfare, U. S Department of Health, Education and Welfare approved the application submitted by the Council through the Office of Juvenile Delinquency and Youth Development. Three demonstration cities have been selected: Miami, Florida, Danville, Virginia and Minneapolis, Minnesota, where the local Negro Women's Council will sponsor the training programs. Trainees will be women with the interest and leadership potential drawn from the local council and its affiliates along with women in disadvantaged areas who may have never before been recruited as voluntees, to serve their community. These, women from varied backgrounds and experiences will be trained to work as volunteers with pre-delinquent and delinquent girls. With the aid of a professional "leadership staff; these women will be involved in an intensive training course to be followed by supervised work in the local institutions which, touch in some way these girls, e. g. community action programs; social institutions such as Juvenile Court setlement houses, school truancy and dropout programs., institutions for the abandoned and neglected. The target population is made up of girls who are at the bottom of the economic end educational ladder. In alarming numbers the non-white teen age girl out of school and out of work rooms in larger proportions than any other group in the population today. Many of these girls have been isolated from the mainstream of life and living; they have never been a part of nor able to cope with the traditional agencies, programs and services of the community. Training content, methodology, leadership emphasis and participant motivation and the skill laboratory will serve as twining models for the Office of Juvenile Delinquency and Youth Development, as well as feed-back to other local councils all over the country. The National Council of Negro Women recognizes that the frustrations of women from the lower socio-economic class, and especially the Negro woman, stems not only from an Isolated position in the American Community but also because of inadequacies in our systems of communication and understanding. The National Council of Negro Women sees its role as one of redirections, with a focus on closing the gap with adequate supporitive tools of intervention. There is now new appreciation for the role of women from all segments of minority groups in community services. This training program is in response to this change attitude. NAACP Defends Man Who Shot 2; Defended Home The National Association for the Advancement of Colored People this week mapped plans for the defense of Thedward Watson, 21-year-old Negro, who wounded two young white men when he fired into a mob of about 50 Jeering whites who threatened his home in the Midwood-Flatbush section of Brooklyn. Arrested on the charge of felonious assault, Mr. Watson faces a grand jury hearing, Aug. 22. George M. Fleary of the Brooklyn NAACP Branch legal redress committee has been assigned to defend the young man. Supporting the defense arc the NAACP National Office, represented by Associate Counsel Barbara Morris; the New York State Flatbush NAACP Branch, Miss NAACP, Norman Johnson; the Gloria Manago; and Mrs. Lucille Rose, representing the New York City branches. The NAACP is not only preparing legal defense of Mr. Watson but is also mobilizing community support. The shooting occurred on the night of Aug. 11 after a white mob had encountered Mr. Watson and his wife on the street and chased them home. When his pursuers refused to leave, he fired, wounding two of the rowd" came-calling mob. Computer To Aid Many Suffering With Epilepsy A computer registering the work of an electrode placed in a patient's brain may help thousands of people who suffer from epilepsy too severe to be controlled by medications. The research project is sponsored under a Vocational Rehabilitation Administration grant for $67,674 to the University of California School of Medicine, San Francisco. Electrodes will pinpoint the exact espot in the patient's brain, which is affected, and register this information an a computer. The surgeon will read the computer to locate the area of disfunction. Then by surgical techniques, the pathway of "electrical storm'1 cells could be interrupted, and the patterns which lead to epileptic attacks could be broken. "Although 85 percent of all epileptlcs can be treated to the point where all manifestations of their problem are completely eliminated or controlled by medication," said VRA Commissioner Mary E Switzer, "the remaining 15 percent are not able to become vocationally independent. Perhaps this grant will help to release those persons who still suffer from seizures. Last year the federal-state, program of vocational rehabilitation 'rehabilitated 2,800 epileptics, The VRA has, awarded 21 grants for research, demonstration, expansion, and training projects in effort to rehabilitate those who suffer from epilepsy. The federal-state program also serves persons with many types of disabilities — including victims of heart disease, cancer, and stroke, as well as the blind, the deft, the mentally ill and retarded. "Behind the headlines, flamboyant speeches and the catchy, "emotion - laden slogans concocted by what are loosely called civil rights leaders, the people have to on doing the things that must be done: getting jobs, establishing homes, rearing families, educating children, safeguarding health, relaxing in recreation and building a competence." Mr. Wilkins spoke at the afternoon session, Wednesday, Aug 17. He urged delegates representing this oldest Negro sorority to continue helping the Negro American forward as they have been doing for years, "and, most important of all, let its women continue to be wives and mothers in the kinds of families that assume the responsibilities of citizenship for themselves, and that inspire and aid the march toward independence and citizenship responsibility in others." Mr. Wilkins lauded "our Greek letter societies who are staunch and substantial supporters, financially, of a variety of civil rights activities. Wo in the NAACP, are proud of the support, over many years, of the national body and of the local chapters of AKA." It was during the NAACP's recent annual convention in Los Angeles that Miss L. Pearl Mitchell, an NAACP vice president and life membership coordinator for AKA, reported that within the past two years her group had raised a total of' $34,152.25 in life memberships for the NAACP.
