Lockard talks about his time as President of the Memphis chapter of the NAACP between 1953 and 1957, setting up a legal defense fund for imprisoned Civil Rights protesters, becoming the cabinet member to Governor Buford Ellington, a consultant to Lyndon B. Johnson, and- finally- Shelby Country Criminal Court Judge from 1975 to 1994.�
