Memphis World Memphis World Publishing Co. 1967-03-18 J. A. Beauchamp Yugoslavia, Soviet Expect To Have New, Open Clash Yugoslavia and the Soviet Union are sharpening their political swords for a new clash that could have repercussions in the world Communist, movement. The two Communist nations, which last feuded publicly in 1960, are at odds this time over President Tito's reform of the Yugoslav Communist party find over his plan to open the country to Western capital investments. The Soviets have made it plain they regard both developments as heretical, and some Western diplomats believe this quarrel is about to break into the open and bring a new crisis between the two countries. Informants said the quarrel developed last September when Soviet Communist party chief Leonid Brezhnev came to Yugoslavia in a vain attempt to talk Tito out of his program to reorganize the Communist party and lessen Its influence over governmental and economic affairs. Yugoslav sources and the dispute was rehashed when Tito went to Moscow at the end of January, and the two sides failed to find any basis of agreement. A new turn in the dispute came recently when the Soviet Communist party newspaper Pravda denounced the Yugoslav reform in a long article that did not mention Yugoslavia directly. Yugoslav Communist party sources said the Belgrade press could be expected to hit back at the Russians in a few days. They also said they would not be surprised if the Russians returned to the attack. There have been unconfirmed reports recently that the Soviets were holding up deliveries of industrial equipment to Yugoslavia under a credit agreement between the two nations because of Yugoslavia's plan to invite western investment as part of its economic reform. "The Russians are fools," said one Yugoslav party source." They think that the minute we enact an investment law, Western capital is going to rush in here and take over the country. "The Soviet party, perhaps because of the dispute with' China, is just not ready to decentralize," the source said. The Yugoslav reforms have been criticized in several East European countries, notably Poland, in recent months. Tito acknowledged this criticism in a speech last November and other party leaders took note of it at a Central Committee meeting in January. But the Yugoslavs, who are going through a somewhat difficult period in both their economic and political reform, have shown no desire to get into a running feud with other Communist parties. However, some observers believe the Soviet quarrel with china may be to Yugoslavia's advantage in the present situation. They reason that the Russians are unlikely to go too far in their dispute with Tito as long as they are preoccupied with Mao Tse-tung. Do's And Don'ts Junior Is Watching His Idol Rockefeller Brothers Fund Gives $100,000 To NAACP The Rockefeller Brothers Fund has granted the National Association for the Advancement of Colored People $100,000 over a two-year period to strengthen the executive staff working on programs financed by the organization's tax - exempt Special Contribution Fund, it was announced Monday, March 6, by Roy Wilkins executive director of the NAACP. Of the total grant $80,000 is for use this year, the remainder is allocated to 1968. The Special Contribution Fund was established two year ago by the NAACP and embraces such activities of the Association as programs for education, housing, youth affairs, legal work, employment, job and leadership training and voter and public education, this establishment of the Special Contribution Fund permitted the NAACP for the first time to receive grants from foundations and corporations for many of its programs. Since then me than 50 foundations and over 500 corporations have contributed to the Fund. The grant announced by Mr. Wilkin's is the first from the Rockefeller Brothers Fund. "The trustees of the Rockefeller Brothers Fund and other foundations have stressed," Mr. Wilkins observed, "that such external assistance can never substitute for the continued and extensive membership support which has always sustained the NAACP." "We are proud of our unique position in the civil rights field as an organization whose members traditionally provide more than 75 percent of our funds; Last year, membership dues and chapter and bran.ch contributions amounted to almost $1¼ million. At the same time, our membership increased to 41,000 individuals. The increasing participation of American foundations and corporations is a recognition of our vast outreach and mass base within the Negro community. "With additional philanthropic support plus the efforts of our own membership, there is every reason to believe that this-outreach will continue to expand significantly in the years ahead," he concluded. She's designed some for a happening at the Brooklyn Museum April 5. I say this fine. They have long hair. Now, let them have the skirts. After all, they gave women their pants without much of a struggle. If you think you have trouble telling boys from girls now, just wait 'til the skirt for him catches on. Maybe women should give the men back ther pants and hang onto skirts as strictly feminine property. The whole skirts for men idea sounds like a plot — to let the men get into the ballpark at reduced rates on ladies day. At any rate, the notion of men in skirts raises all sorts of interesting questions Think, for example, how the men will wait for fashion reports as the clothes seasons change. Some of the questions whirring through their minds will go like this: —Will they lower the hems for him to mid - calf just when I just shortened all of my skirts? —I wish they'd put less Hare in next season's skirts. These current styles blow up around my neck in a stiff wind. —Why don't they put more pockets in skirts. Pants were never like this Of course, some men will refuse to wear pants. Some men may insist they put cuffs on the skirts so there will be a place to drop cigarette ashes when there's no ashtray around. The variety still continues for little or big evenings. but now the mood is exciting crepes, chiffons and lames. The shapes of day are echoed in the evening. The quiet, controled slimlime look often appears in black or in glittering silver to recall the days of great elegance. There is a more langorous mood of softly flowing shapes done in multicolored chiffons and enhanced by exotic feminine boas of feathers. For more important evenings there are long slim cooly elegant dresses of wonderful pale colors, in crepe or raw silk or for today's most impotent look. "Evenings at Home' 'there are harem pajames in smashing prints of many colors or in a more sophisticated mood chifon spirnkled with sparkling rhinestones. The Christian-Dior New York Spring Collection of 1967 is mood, mood of color fabric and prportion, for length of skirt is still well above the knee. It is totally elegant and feminine yet very young and full of life ... and of today. Majestic Trees Seeing the redwood trees that grow along California's coast from San Francisco is an awe -inspiring experience, a must on any traveler's itinerary. These majestic trees— the world's largest living things — have been in the news lately as a matter of controversy between lumber in terests and conservationists. Another, and les publicized question, is which of these giants is actually the tallest of the lot. Dr. Paul Zinke, an, associate professor of forestry at UC Berkeley, believes he has come up with a winner, a tree that stands in Founders Groves in the umboldt Redwoods State Park South of Eureka. It measures 369.9 feet making it 1 1-2 feet taller than the previous record holder, the 367.8 Howard Libby Tree, also in Humboldt County. Dr. Rudolph Pecking, forestry profesor at umboldt State College, has reported another tree said to be 385 feet tall. However, this claim cannot be verified, says the California Office of Tourism, because Dr. Becking refuses to tell where it's located. A REAL DEFINITION Propaganda: The other side presented so convincingly it makes you mad.
