Goldberg proposed a five-plank program toward full employment. He said full employment can be achieved end rejected the view that a high percentage of joblessness is a byproduct of a big economy. Seaking at the White House Regional Conference here, the Secretary offered this program for a drive toward full employment. A higher rate of economic growth Production could be stepped up and idle plant and manpower put to work. Plant capacity must be modernized and enlarged. Trade policies must be liberalized to open larger markets abroad. Business and labor could work harder to be more productive and efficient. Adequate protection for unemployed workers. This calls for "a permanent unemployment, insurance system that does not have to be bolstered up with every ill wind of recession." Federal aid to employment. The Manpower Development and Training Act and its companion measure, the Youth Employment Opportunities Act, "should be enacted as promptly as possible." These measures are needed to provide training and skill development, for the long term unemployed and the 1 million young people who are "both out of school and out of work." Tax credits far business. ConKress should give "early consideration" to proposals to provide tax incentives to help businessmen modernize their plants and expand their markets. Free trade. "There are some who believe that opening the trade doors of this Nation would permit millions of jobs to escape overseas.I believe that opening the trade doors dustries already provide more jobs for Americans than import industries. But more important, there are markets developing abroad, like the Common Marta in Europe, that have the effect of creating an economic United States of trade among these nations . . . Unless the American businessman gets a share of markets like that our unemployment problem will grow — not decline." Accompanying the five plants to achieve maximum employment are others to increase individual watfare, including medical care for the aged and Federal aid to education. The judge also ruled that his restraining order of Aug. 23 banning local and state funds for "private" schools shall remain in effect until 20 days after the Virginia Supreme Court rules on the constitutionality of school closing to circumvent a federal court desegregation order. At that time, he said, the order "shall stand dissolved except upon further order of this Court." The Prince Edward County school board report of Nov? 15 confesses the incompetency of the board members "to attempt to project their minds to a factual situation beyond which these questionnaires should exist in the county." According to the board's survey, the parents of 1,096 Negro children and only 13 white youngsters would agree to have their children attend desegregated schools. Fire Department Segregation Angers Calif Mayor Despite orders from Mayor Yorty last August to end all forms of segregation in the Los Angeles Fire Department racial problems continue, and according to Chief William Miller, "if there has been any changes it has been for the worse." A spokesman for Yorty said his orders still stand, and that all practises of segregation and discriminetion mast be stopped. As a result of the order to integrate general mess (mealtime), a lot of the messes were broken up. Arnett Hartsfield, Negro attorney on the integration case, said that before the new order there were no integrated eating facilities. After toe order, 30 shifts brake up their previously all-white mess time rather than integrate. Chief Miller said that he believes the men will resume their common mess soon. Hartsfield said that all but five of the 64 Negro firemen have contributed financially to support the anti-segregation case.
