Abstract
This letter from Thomas Turnley details new issues that have arisen with the Topp and Vance Cotton Claim. The inclusion of P.E. Dye, who is the attorney for the Topp family, in the claim is not recommended by Turnley. Turnley also remarks that this claim is currently included in the omnibus bill that features all cotton claims and that there is little hope that the claim will be passed as a separate measure.
